MOZAMBIQUE ENHANCES COMPETENCES IN PETROLEO AND GAS: FUNCTIONERS OF THE STATE IN STRATEGIC TRAINING IN JAPAN Maputo, 1 December 2025 – Fourteen (14) technicians from various state institutions, are in Tokyo, Japan, to participate in specialized training in oil and natural gas, as part of cooperation between Mozambique and Japan. The delegation includes representatives of the Administrative Court, Ministry of Finance, Mozambique Tax Authority, National Hydrocarbon Company (ENH) and National Petroleum Institute (INP). The training, which runs from 25 November to 12 December 2025, results from the Memorandum of Understanding between Japan Organization for Metals and Energy Security (JOGMEC), INP and ENH. Over the three weeks, participants will deepen essential knowledge on natural gas and liquefied natural gas (LNG), including upstream resource development, liquefaction technologies, reception terminals, EPC project management, logistics, modular construction methods, FLNG operations, economic analysis, environment and security. The programme also provides for technical visits to LNG regasification facilities in Japan, allowing direct contact with advanced industry practices. 20-11-2025-MOZAMBIQUE APPROVES CONCESSION FOR THE TERMINAL OF LIGHTED NATURAL GAS AND AUTHORIZES MEASURES FOR THE RETOM OF THE GOLFINHO/ATUM PROJECT

The Council of Ministers approved, during the 39th Ordinary Session, the Decree granting the concession for the Construction and Operation of Infrastructures for the reception, storage, regasification and transport of natural gas in the Port of Beira and Inhassoro. The decision confers on the concessionaire, a Specific Object Entity (EOE), constituted by the National Hydrocarbon Company, E.P (ENH, E.P) and other companies in the State Business Sector (SEE), such as Mozambique’s Ports and Railways (CFM), Mozambique’s Electricity (EDM), Cahora Bassa Hydroelectric (HCB) and partners with technical and financial capacity to be selected by the Government, the exclusive right to finance, build, import and operate the Liquefied Natural Gas Terminal (LNG) and the Mozambique-South Africa pipeline (ROMPCO). The project is based on a floating storage and regasification unit (FSRU) anchored in Beira and Inhambane and connected to the pipeline mentioned above. The same is intended to ensure that the country has the necessary infrastructure for the transport of LNG from the different projects being implemented in the Rovuma Basin, as well as to ensure the sustainability of industrialisation of the country through the share of gas devoted to the domestic market. The contract, with a period of 30 years after the approval of the Development Plan, incorporates local content requirements, insurance, performance assurance and the creation of a Demobilisation Fund to ensure the rehabilitation of infrastructure at the end of the project. On 31 October 2025, the National Institute of Petroleum (INP) marked the October Rose/November Blue campaigns, with a talk dedicated to the prevention of breast and prostate cancer, promoting a moment of sharing, reflection and appreciation of the health of its employees and, by sess, their loved ones. The initiative, which brought together all employees, highlighted the importance of taking care of health as an act of personal and institutional responsibility, and invited participants to reflect on prevention and early diagnosis as instruments of protection of life, with the same spirit of vigilance, transparency and responsibility that guides the action of the INP in the regulation of the hydrocarbons sector. During the opening, the Chairman of the INP's Board of Directors, Eng. Nazário Bangalane, stressed that "true progress begins when we care for those who make the country move forward", highlighting the importance of cultivating an institutional culture that values well-being, prevention and collective commitment. The lecture was attended by Dr. Adelino Uandela and Nurse Adelaide Regina, specialists who addressed topics on risk factors, early diagnosis and healthy habits, alerting the need to break taboos and encourage dialogue on male and female health. Mozambique welcomes the 15th Annual Conference of the Association of Energy Regulators of Portuguese Official Language Countries (RELOP) and the XXII General Assembly of the Association, on 22-23 October, in Maputo, under the motto "Regular for Energy Sustainability of Portuguese Language Countries". The events, co-organised by the National Petroleum Institute (INP) and the Energy Regulatory Authority (ARENE), bring together energy regulators from the Portuguese-speaking countries, policy-makers, cooperation partners experts from the CPLP countries, with the aim of strengthening cooperation links and promoting a fair and sustainable energy transition in the Portuguese-speaking space. At the opening session, the Director of Planning and Cooperation of MIREME, Marcelina Joel, representing the Minister of Mineral Resources and Energy, stressed that "the energy sector is a fundamental pillar of economic and social development, and regulation assumes a strategic and decisive role in creating investment conditions with legal certainty, predictability and respect for the public interest". 02-10-2025 | Coral North Reach Final Decision of Investment and Consolidated Mozambique as Energy Power

The President of the Republic, Daniel Francisco Chapo, presided this Thursday, 2 October 2025, in Maputo, the ceremony of the signing of the Final Investment Decision (FID) of the Northern Coral Project FLNG, one of the largest Liquefied Natural Gas (LNG) projects in development in the country, led by the multinational ENI and its partners in Area 4. With an investment of around 7.2 billion dollars and the start of production planned for 2028, the North Coral FLNG will allow the production of 3.55 million tonnes of LNG per year, raising Mozambique's total capacity to 7 million tonnes per year and positioning the country as the world's 14th largest exporter and 4th in Africa. In his speech, the President of the Republic stressed the strategic importance of the project for the national economy and for the global energy transition. "We are turning gas into energy, energy into industry, industry into jobs and jobs in dignity. The North Coral is a decisive step towards Mozambique's economic independence and to improve the lives of millions of Mozambicans," he said. The Head of State stressed that the situation in Cabo Delgado is stabilised, creating conditions for the resumption of disrupted projects and strengthening investor confidence. 22-09-2025 | 10th COORDINATING COUNCIL OF THE MIREME CLEARS WITH FOCUS IN REFORMS AND STRUCTURING PROJECTS

The Minister of Mineral Resources and Energy, Stephen Pale, opened this Monday the 10th Coordinator Council of the Ministry of Mineral Resources and Energy (MIREME), held under the motto "Promoting Access and Local Use of Mineral and Energy Resources, Towards Integrated Development of Mozambique." For two days, members of the government, industry technicians and partners analyze the main challenges and advances in mining, fuel, natural gas and energy, aligned with the Government's Five-Year Plan 2025-2029. "This Council must be an area of frank reflection and definition of concrete ways to meet the expectations of our people. Only with discipline, transparency and collective commitment can we make our resources rich for all Mozambicans," said Minister Pale. In his speech, Minister Pale highlighted advances in mining licensing, with the issue of 1,858 titles in 2024, representing 69% of pending applications. Tax debts of 2,15 billion Meticais have also been identified, of which 301.3 million have already been raised. Under the Energy for All Programme, the Minister announced that in the first half of 2025 only 264,321 new electrical connections were made, raising the rate of access to energy to 64%, towards the goal of universalization by 2030. In the area of natural gas, Pale mentioned the approval of the Northern Coral Project FLNG in April this year, which will produce and liquefy natural gas from a floating platform and generate 23 billion US dollars of revenue

THIRD CONCERN FOR THE ACQUISITION OF GEOPHYSIC DATA IN THE SEDIMENTARY MOZAMBIQUE BACIES Following the need to extend the assessment of the oil potential of the national territory and coverage in geophysical data, the National Petroleum Institute (INP), announces the launch of the third tender for the acquisition of the above data on 17 September 2025, in the News Journal and on the official page of the INP. 29-07-2025 | SADC-INP POINTS NATURAL GAS AS MOTOR OF ENERGY TRANSITION AND DEVELOPMENT IN THE REGION

The National Petroleum Institute (INP), representing the Ministry of Mineral Resources and Energy (MIREME), took part this Tuesday in the plenary session of the regional seminar "Parliamentary Leadership: Energy Transition and Economy of Oil and Gas in SADC", which takes place in Maputo, from today until 31 July. In the panel entitled "Countries Experiences: Fossil Fuel Revenues and the Transition to Renewable Energies", the INP shared Mozambique's strategic approach to the use of natural gas as a transition energy and a motor for economic development. The intervention of the Chairman of the INP Board of Directors, Eng.o Nazário Bangalane, highlighted the gains already achieved in the sector and the relevance of the resource in the construction of a balanced, inclusive and sustainable energy matrix. "Mozambique is positioning natural gas not only as a strategic export commodity, but as a structural pillar of our development model. This enables cleaner energy, revenue, industrialisation and fair, phased and financially viable energy transition. And because it has lower carbon intensity compared to other fossil fuels, natural gas is a key component in the Energy Transition Strategy, approved in 2023," said Bangalane. The PCA also referred to the hydrocarbon potential of Mozambique, estimated at 180 trillion cubic feet (CTF) of natural gas, part of which is already produced, highlighting the Southern Coral FLNG project, located in the north of the country.

Speaking to those present, the National Petroleum Institute (INP) today reaffirmed its ambition to become a reference in regulatory innovation and sustainable development of oil resources during its participation in the Osaka Expo 2025. By intervening in the celebrations of the National Day of Mozambique, in the panel under the theme "Emponding Lives (Education, and Work using Artificial and Robotic Intelligence)", the INP highlighted the role of our country as a reliable natural gas supplier, and committed to inclusive progress and the use of advanced technologies throughout the chain of value for research and production of hydrocarbons. It reiterated that Mozambique has more than 180 trillion cubic feet (Tcf) of natural gas in situ, of which 135 Tcf are technically recoverable. This consolidated allocation already supports four major Liquefied Natural Gas (LNG) projects, namely the South Coral FLNG Projects, which already produces and exports liquefied natural gas to the international market, Dolphin/Atum, Rovuma LNG and North Coral FLNG, recently approved, confirming the status of the country as one of the main emerging suppliers to international markets. During the intervention, the INP made known a set of strategic actions in preparation to modernise regulation and increase efficiency in the governance of the oil sector. Among these actions, we highlight the development of solutions based on artificial intelligence to strengthen remote supervision and digital systems to automate monitoring and monitoring processes of operations.
