MOZAMBIQUE ENHANCES PETROLEO AND GAS COMPETENCES: STATE FUNCTIONERS IN STRATEGIC TRAINING IN JAPAN
Maputo, 1 December 2025 – Fourteen (14) technicians from various state institutions are in Tokyo, Japan, to participate in a training specialized in oil and natural gas, as part of cooperation between Mozambique and Japan. The delegation includes representatives of the Administrative Court, Ministry of Finance, Mozambique Tax Authority, National Hydrocarbon Company (ENH) and National Petroleum Institute (INP).
The training, which runs from 25 November to 12 December 2025, results from the Memorandum of Understanding between the Japan Organization for Metals and Energy Security (JOGMEC), INP and ENH. Over the three weeks, participants will deepen essential knowledge on natural gas and liquefied natural gas (LNG), including upstream resource development, liquefaction technologies, reception terminals, EPC project management, logistics, modular construction methods, FLNG operations, economic analysis, environment and security. The programme also provides for technical visits to LNG regasification facilities in Japan, allowing direct contact with advanced industry practices.
The Chairman of the INP Board of Directors, Nazário Bangalane, highlights the strategic importance of this training for the country. "Continuing training, resulting from our solid cooperation with Japan, is fundamental, as it allows us to transfer technological knowledge, enabling our staff to manage our vast oil resources efficiently and sustainably. It represents a direct investment in technical capacity and strengthening national sovereignty. "
Training beneficiaries have shown equal enthusiasm. For Sandra Cuna, INP's technique, training is a "different opportunity of immersion in the complex and exciting world of the oil and gas industry", which will deeply enrich professional experience in the field of planning and economic modeling of oil and gas projects in Mozambique.
" A training in LNG is timely, considering the number of LNG projects that Mozambique currently has. We hope that this training can provide us with knowledge to participate in projects in the development and production phase and to transmit sound technical bases for reserve assessments and better management of their respective State participations, considered," Zélio Chauque, ENH technician.
Jossefa Numaio, an official of the Administrative Court (TA), considered that the knowledge acquired in LNG training would help to improve the monitoring of AT, as well as to apply more rigorously to the management of revenue generated by the exploitation of oil resources.
In turn, Neltone Foquiço do INP highlights the relevance of the contractual component, because "it will help us to better understand the business practices that govern the oil and gas industry globally.“
The initiative reiterates Mozambique's commitment to developing its human capital to ensure excellence in research, exploration and management of its natural resources.
It should be noted that the Overseas Training Program has been active since May 1989 and aims primarily to strengthen technical skills and strengthen the relationship between Japan and oil and gas producing countries, including Mozambique. At the same time, the initiative represents an opportunity to update knowledge in areas such as offshore production, seismic data management and analysis of international regulatory models.
